Paid Visitor Parking

Starting July 2, 2026, the Town of Lincoln will be implementing a Paid Visitor Parking Pilot Program for guests visiting Charles Daley Park (1969 North Service Road, Jordan). During this pilot program at Charles Daley Park, Lincoln residents, tenants, and property owners will continue to park for free, once they have registered for a resident pass/permit for the 2026 season.

We will offer on-site, paid visitor parking at Charles Daley Park for visitors, at rates of $3.25/hour or $20/day. The park is open from 7:00 a.m. to 11:00 p.m. daily.

The 2026 seasonal parking enforcement period at Charles Daley Park begins on July 2 and concludes on October 31, 2026. Parking regulations will be enforced daily from 7:00 a.m. to 11:00 p.m.

Paid visitor parking helps support the ongoing maintenance, operation, and enhancement of the waterfront park experience for all users.

Visitor Parking

Paid visitor parking is in effect at Charles Daley Park, beginning July 2 to October 31, 2026, daily from 7:00 a.m. to 11:00 p.m. Visitor parking rates are $3.25 per hour or $20 per day.

Visitors may pay using coins or card at one of the five on-site parking meters or through Precise ParkLink’s secure online payment system by scanning the QR code posted on signage throughout the park.

Revenue generated through the paid visitor parking program supports waterfront operations, maintenance, and ongoing improvements at Charles Daley Park.

Resident Parking Permits

During the 2026 season, Lincoln residents, including tenants and property owners, may apply for a free Resident Parking Permit for use at Charles Daley Park.

Approved permit holders may park without paying the hourly or daily visitor parking fee during the paid parking season.

Permits are available to Lincoln residents, tenants and property owners only. Proof of residency/ownership is required as part of the application process.

Residents and property owners only need to apply once per calendar year.

To register in person, please visit the Municipal Law Enforcement office at the Lincoln Community Hub (4317 Central Avenue, Beamsville).

A staff member will be available throughout the month of June from 9:00 a.m. - 12:00 p.m. and 1:00 - 4:00 p.m., Monday to Friday, to assist you with registering for your permit code(s).

Please ensure to bring the following documentation to the Lincoln Community Hub:

Proof of residency in Lincoln (e.g., your most recent utility bill, a letter from landlord, etc.)
Town of Lincoln-issued roll/account number (found on you Town-issued tax bill)
Ontario Driver's Licence

Additionally, you can ask a friend or family member to assist you in applying online.

How to Apply:

Read the webform carefully. Property owners should have their roll number (found on your tax bill) and license plate number(s) ready before starting the application.
Input all required information and verify that your information is correct.
Sign the webform and submit your application.

Parking permit applications are approved in 5-10 business days.

Information collected through this application will be kept secure and used only for administrative purposes.

Please note:

Permits are valid only at Charles Daley Park.
Permits are created virtually and tied to the registered vehicle's license plate - there are no physical permits to pick up or display.
Residents will be required to input a unique code at one of the five payment kiosk upon arrival at the park.
Each household is eligible to register a maximum of three (3) vehicles for a permit.

Special Events and Private Bookings

Special events and private bookings, in partnership with the Town of Lincoln, are eligible to receive a code for free on-site parking at Charles Daley Park. The code would be applicable for the event operators, as well as guests attending the event.

Special events and private bookings that are not in partnership with the Town of Lincoln are not eligible to receive a code.

Frequently Asked Questions (FAQs)

- Permits are available to all qualifying Lincoln residents and property owners. You must live within the Town of Lincoln's boundaries, or own property within those boundaries, in order to qualify for a free permit.
- Permits are not transferrable.
- Tenants are welcome to submit an application. Verification will be required via the tenant's most-recent utility bill that clearly displays a Lincoln address, or a lease agreement/letter from the landlord.

With the Town moving forward on improvements to provide a safer and more enjoyable park experience, the parking fees for non-Lincoln residents are a way for these park users to contribute to supporting the recreational infrastructure. Regional taxes do not support maintenance or investments into Town parks. Parks remain free to access for all visitors. Charles Daley Park is the only park in Lincoln that requires paid visitor parking.
Applying through the online portal with an email is the quickest way to obtain your permit - this method is strongly encouraged. If necessary, residents may visit the Municipal Law Enforcement office located in the Lincoln Community Hub main entrance (4317 Central Avenue, Beamsville), to complete their registration form.

Council will be presented with this information to determine the viability of the program at Charles Daley Park, and/or introducing Paid Visitor Parking at other Town-owned facilities. The location(s) would be determined in this stage of the program.
