• Ontario Street Sanitary and Watermain Replacement

  Niagara Region is improving its transmission watermain system by replacing approximately 1.7 kilometres along Ontario Street between King Street and Greenlane Road in Lincoln.

  In 2019 and again in 2021, there were significant watermain breaks in the existing pipe. These breaks caused major service disruption to the area. During repairs, Niagara Region discovered the watermain was in very poor condition. Providing safe, reliable drinking water is a primary objective of Niagara Region. The watermain must be replaced to avoid future problems that would affect the community of Beamsville.

  Upgrades include the installation of:

  • A new PVC watermain with valve chambers, fittings and joint restraints
  • A new PVC sanitary sewer, maintenance holes and service laterals

• Victoria Avenue Watermain Project

  Niagara Region is replacing the existing Regional ductile iron watermain on Victoria Avenue (Regional Road 24) between King Street and Moyer Road in Vineland. The replacement will be increased in size to further support redundancy to the Vineland water supply.

  The work involves replacing approximately 900 metres of 150-millimetre diameter watermain. It also includes replacing all system valves and connections. Since the watermain is beneath Victoria Avenue, the road will be partially closed for excavation and watermain work. Following the replacement of this watermain it will be transferred to the Town for ownership and operation.

• EA for Escarpment Crossing Project

  Project Background

  Niagara Region has begun a study for a north-south transportation crossing of the Niagara Escarpment. The crossing will:

  • Accommodate commercial vehicles and other modes of transportation
  • Increase safety for local communities and efficiency for commercial vehicle operations
  • Help serve higher transportation system capacity, redundancy and resiliency
  • Keep Niagara open for business with the effective movement of goods and people

  The proposed transportation crossing study area includes Grimsby, Lincoln and West Lincoln.

  Improving connectivity in this area has been under consideration for over 30 years. In 2017, Regional Council approved the Niagara Transportation Master Plan. This plan found the need for a crossing to link the QEW and the proposed Highway 20 Smithville bypass.

  Study Process

  This study is under the Environmental Assessment Act as an individual environmental assessment. An environmental assessment represents a two-step approval process. The first step of this project is to prepare a terms of reference. The second step is the environmental assessment.

  The terms of reference will outline the planning and decision-making process. It is submitted to the Ontario Minister of the Environment, Conservation and Parks for approval. If approved, the preparation of the environmental assessment will follow. It will include alternatives to consider and the consultation activities that will take place.

  Public Engagement

  The public, agencies, Indigenous communities and other interested persons are encouraged to participate in the study process. Those interested can review information, provide comments, ask questions and / or attend consultations.

  A Public Information Centre (PIC) is planned for late 2023 to present the draft Terms of Reference including. This includes the existing study area conditions, proposed alternatives and the next steps in the study. Details about the Public Information Centre will be shared by Niagara Region as the study progresses.

• Vision Zero Road Safety Initiative

  Niagara Region initiated a Vision Zero Road Safety Initiative in partnership with the Town of Lincoln and other local municipalities. The goal of the initiative is to:

  • Reduce all traffic fatalities and severe injuries
  • Increase safe, healthy and fair mobility
  • Consider all active modes of transportation, such as driving, walking and cycling
  • Reduce all collisions by promoting major road safety initiatives across Niagara

  Projects and programs are being completed by both the Town of Lincoln and Niagara Region to support this initiative. Approaches range from cameras, traffic calming measures, installation of active transportation infrastructure, improvement to road designs and guiderails, speed reductions, all way stops, sidewalk maintenance and partnerships with the Niagara Regional Police Service (NRPS) and the Ontario Ministry of Transportation (MTO).

  A safe road network for all users is important to the Town of Lincoln and Niagara Region. Through the annual sidewalk and roadside safety programs, staff will continue to improve and enhance safety for students, pedestrians, cyclists and vehicle traffic around Town. Additionally, all project designs have a road safety lens used to consider and address roadside safety issues. Town of Lincoln staff will continue to work with Regional staff to bring forward any concerns on Regional Roads and participate in Vision Zero workshops.

• King Street (Beamsville) Improvements

  King Street from Lincoln Avenue to Greenlane is being widened and reconstructed to improve safety for all road users. There is a focus on improved intersection safety at Thirty Road and Mountainview Road. Wider paved shoulders are proposed to further support active transportation in the area. This project will provide a complete reconstruction of the road.

  The design upgrades include:

  • Replacing culverts
  • Improving sub-surface drainage
  • Repairing and reconstructing the ditches, curb and gutter to improve roadside drainage
  • Improving illumination at the intersections
  • Widening the road platform to include paved shoulders with painted buffers
  • Geometric improvements at the Thirty Road intersection
  • Constructing a traffic signal at Thirty Road
