In coordination with the Town of Lincoln, the Alcohol and Gaming Commission of Ontario (AGCO) approves liquor licence applications. Liquor licences are subject to several conditions, such as a fire inspection, health inspection and building inspection. Your application may be subject to additional fees, which the department in question will determine.
Liquor licences are available for:
- Permanent establishments
- Temporary extensions of permanent licences
- Special Occasion Permits, including events of Municipal Significance
If you are looking for a new liquor licence for a permanent establishment in the Town of Lincoln, or you wish to extend the bounds of your licence permanently, the following steps must be completed:
- Apply to the AGCO for a liquor licence
- Complete the Municipal Information Form from the AGCO application package
- Provide a detailed floor plan for the business, including layout, washroom quantity and placement, and ventilation.
- Submit your Municipal Information Form and floor plan to the Clerks Department at Town Hall or via email.
- Contact the Building Department, Lincoln Fire Department, and Niagara Region Public Health to schedule any inspections in accordance with AGCO requirements. Please note that there may be additional fees for inspections.
- Complete all other required AGCO documents and submit them to AGCO.
The AGCO gives consent for those with existing licences to temporarily extend the physical boundaries of their liquor licences. To do so, the following steps must be completed:
- Apply to the AGCO for a Temporary Extension
- Provide a letter to the Clerk's Department at Town Hall detailing the event that is taking place, along with the detailed layout/site plan, including tents and their sizes. The date, time, and location of the event must be specified. Any additions of propane tanks used or vendors attending must also be included.
- Tents of a specific size require a Tent Permit/Building Permit.
- Contact Lincoln Fire Department, Niagara Region Public Health, and Niagara Regional Police Services in accordance with AGCO requirements.

The AGCO gives consent for Special Occasion Permits. This permit is required to sell alcohol anywhere other than a licenced establishment (such as a bar or restaurant) or a private place (such as a private office or home). To obtain a permit, the following steps must be completed:
- Apply to the AGCO for a Special Occasion Permit.
- Provide a letter to Planning and Building Services at Town Hall detailing the event, along with the detailed layout/site plan, including tents and their sizes. The date, time, and location of the event must be specified. Any additions of propane tanks used or vendors attending must also be included.
- Tents of a specific size require a Tent Permit/Building Permit.
- Contact Lincoln Fire Department, Niagara Region Public Health, and Niagara Regional Police Services in accordance with AGCO requirements.

When applying for a Special Occasion Permit for a public event, you may be asked by the AGCO to obtain a Designation of Municipal Significance. To obtain a Designation, please visit the Designation of Municipal Significance Page.
While the Municipality may designate an event, the Registrar for the AGCO ultimately has the final decision of whether or not to issue a Special Occasion Permit (SOP) for a public event. In other words, even with a designation from the Town of Lincoln, the Registrar may decide not to issue a Public Event SOP.
