Sanitary Backwater Valve Pilot Subsidy Program

The Town of Lincoln has launched a Sanitary Backwater Valve Pilot Subsidy Program to help homeowners reduce the risk of basement flooding caused by sanitary sewer backups during heavy rain or rapid snowmelt. Climate change is bringing more frequent and intense storms, increasing flood risk. While the Town continues to invest in infrastructure upgrades, installing a backwater valve is an effective safeguard homeowners can take.

Funding is limited and will be allocated on a first-come, first-served basis. Homeowners with a history of sanitary basement flooding are expected to benefit most. If demand exceeds available funding, some applicants may need to wait until the following year due to budget limitations.

This program supports the Town’s climate adaptation goals and complements the Town’s Inflow and Infiltration (I/I) Reduction Program. While backwater valves do not directly eliminate I/I, inspections may identify improper connections for future correction, improving system efficiency.

Eligibility Criteria:

  • Eligibility is contingent upon having a cleanout.
  • All residential property owners within the Town of Lincoln are eligible to apply, effective 2025.
  • A plumbing permit will be required upon arrival of this application.
  • A pre-installation inspection by Town staff is required to confirm eligibility.
  • Only one subsidy per address is permitted and owners will be required to sign the subsidy document.
  • This subsidy only applies to residential properties.  It does not apply to commercial, industrial, agricultural or other land-uses.

To qualify, properties must meet the following conditions:

  • No illegal downspout connections to the sanitary sewer.
  • Sump pumps and foundation drains must not be connected to the sanitary sewer system.
  • Properties found to contribute to inflow and infiltration (I/I) will not be eligible for the subsidy.
  • Installation of a backwater valve, including contractor labour and materials.
  • Interior finishes such as drywall, paint, flooring, or trim.
  • Exterior restoration including landscaping, gardening, sod, trees, shrubs, porches,
  • decks, concrete, or asphalt.
  • All equipment installed under this program remains the responsibility of the property owner for ongoing operation, maintenance, and future servicing.
  • Each household may be eligible for a subsidy covering up to 75% of the cost of installing a backwater valve and 100% of the cost of a plumbing permit fee, to a maximum of $1,400. This includes contractor costs (with taxes) and the plumbing permit fee ($221.45 in 2025).

I acknowledge that I have read this application form in full, including the additional conditions outlined in this form and that I understand, accept and agree to the conditions, should a permit be approved and issued.  I also agree to indemnify and save harmless the Corporation of the Town of Lincoln and its employees from any and all damages or injuries and claims for damages or injuries related to the works for which this permit has been issued.
