Incident Summary: The Town of Lincoln has experienced multiple significant rainfall events throughout the summer of 2026, resulting in widespread flooding impacts across the municipality and placing considerable strain on municipal services, infrastructure, residents, businesses, and emergency response resources.
The cumulative impacts of these events, including significant rainfall experienced on July 21, 2026, July 27, 2026, and August 2, 2026, have contributed to the Town of Lincoln declaring a State of Emergency due to the severity and ongoing nature of the flooding situation.

Environment Canada has issued a Yellow-Level Severe Thunderstorm Watch for our area late this morning through early this evening.
Conditions are favourable for severe thunderstorms capable of producing:
Wind gusts of 90 to 110 km/h.
Torrential downpours. Localized rainfall amounts in excess of 50mm.
Quarter to ping pong ball size hail.
Residents are encouraged to secure loose outdoor items, prepare for possible power outages, and monitor weather conditions throughout the day.
When thunder roars, go indoors. If threatening weather approaches, take cover immediately.

Please be advised that the QEW Fort Erie Bound on-ramp at Ontario Street in Beamsville has been temporarily closed due to flooding.

Many Niagara municipalities experienced an overwhelming amount of rain yesterday.
To put yesterday's storm into perspective, parts of Lincoln received 95 mm of rain in just 100 minutes—nearly a month's worth of rainfall in less than two hours.
This intense rainfall overwhelmed drainage systems in some areas and led to localized flooding across the community.
Having your home and land flooded is a traumatic event - we ask that you call your insurance company first for next steps regarding restoring your property.

Following the torrential rainfall and localized flooding that occurred on July 21, Niagara Region’s service provider, GFL, has agreed to collect two (2) extra garbage bags/cans at no charge from residential properties located on the streets highlighted on the map.
The extra bags/cans will be collected the week of July 27 on collection day.
Please ensure extra garbage bags are securely tied and placed at the curb by 7 a.m. on collection day.
Additionally, large household items resulting from flood damage must be scheduled through Niagara Region's regular collection process and will be limited to four (4) household items per pickup.

Town of Lincoln holds its regularly scheduled Council Meeting with the July 21, 2026 extreme rainfall and flooding event added to the discussion.
The Town is closely monitoring weather conditions and preparing for the potential of significant rainfall this evening, July 27, and overnight.
The Niagara Peninsula Conservation Authority (NPCA) has issued a Flood Outlook Statement due to the risk of severe thunderstorms capable of producing 50–75 mm of rain. While major flooding along larger watercourses is not anticipated, flash flooding may occur in urbanized and low-lying areas, and localized ponding of water is possible.
Thanks to those who reached out to the Town with concerns of additional garbage pickup required due to flooding, the Town and Niagara Region have worked together to arrange additional garbage pickups to those affected with flooded homes/properties.

Environment and Climate Change Canada (ECCC) has issued a Tornado Warning for the area. Damaging winds, large hail and locally intense rainfall are also possible.

The Town has notified the public about a temporary road closure on Victoria Avenue (Regional Road 24) under the CN railroad tracks between Second Avenue to Claus Road due to flooding.
The Niagara Regional Police Service (NRPS) have closed the road and remain on-scene.
Motorists and pedestrians have been asked to avoid the area and use alternative routes.

- Mud and debris cleaning is required before the road can be reopened. No through access.
- Fourth Ave west of Eleventh St.
- Niagara Region is working to repair a full culvert washout and is expected to be reopened soon. Emergency access remains available for first responders only at this time. No through access.
- King St west of Lincoln Ave.
- The already-active construction zone experienced a full culvert washout. Repairs are required to be completed before the road can be reopened. Emergency access remains available. The culvert washout location does not close access to homes in the area. No through access.
Please use alternate routes. Use caution traveling and avoid flooded areas.

Before turning your power or gas back on after a flood, you must get professional clearance. Water corrodes gas lines and ruins electrical insulation, creating severe fire, shock, and explosion risks.Protect your property & family:
- Do NOT DIY: Never flip your main breaker or turn on gas valves yourself if they were exposed to water.
- Hire an Electrician: Get a certified professional to check your wiring.
- Hire a Gas Fitter: Ensure a licensed technician inspects all gas lines and appliances.

Today, the Town of Lincoln welcomed Premier Doug Ford and MPP Sam Oosterhoff, Associate Minister of Energy-Intensive Industries, who joined Mayor Sandra Easton, Deputy Mayor Greg Reimer, and Chief Administrative Officer Michael Kirkopoulos to tour areas impacted by the recent historic flooding, meet with affected residents, and connect with members of the Town’s Public Works and Lincoln Fire Rescue teams.
The visit provided an opportunity for the Premier and MPP Oosterhoff to see firsthand the widespread impacts flooding has had on our residents, businesses, farms, and municipal infrastructure, while hearing directly from the staff and community members impacted by this event. During the visit, discussions focused on the significant challenges facing Lincoln, ongoing recovery efforts, the importance of keeping residents informed, continued collaboration with partners, and the support required to help our community recover.
The Town of Lincoln remains under a State of Emergency as recovery efforts continue. Staff are working closely with provincial partners, Niagara Region, emergency management officials, and other agencies to support residents, assess damages, and coordinate recovery efforts.
We thank Premier Ford for taking the time to visit Lincoln and witness the impacts of this event firsthand, and for the ongoing support the Province has shown our community throughout this emergency.

Residents are not required to book flood-waste related large items for curbside collection. There is no limit to the number of large items you can set out curbside on your scheduled collection day.
