The Council of the Corporation of the Town of Lincoln hereby gives Notice that it has commenced discussions to adopt the 2021 Budget for the Town of Lincoln and its associated Boards and Committees. As part of the budget review process, Council will consider the 2021 Fees and Charges By-law and the establishment of the 2021 Water and Wastewater Rates.
The Water and Wastewater Rates provide for the treatment/distribution of water and the collection/treatment of wastewater and shall fund operating expenses and capital expenditures associated with the Town’s water and wastewater systems. The Fees and Charges by-law sets the rates for all user-pay services.

This meeting is to be held electronically in accordance with section 238 of the Municipal Act, which provides for Electronic Participation where an emergency has been declared to exist in all or part of the municipality under section 4 or 7.01 of the Emergency Management and Civil Protection Act, and the Town’s Procedural By-law. Members of the public may observe the proceedings by accessing the live webcast at our YouTube Channel.
Due to COVID-19 and recommendations by Niagara Region Public Health to exercise social distancing, Town of Lincoln – Town Hall is currently closed to the public. Public participation in the open session portions of this electronic meeting may occur through viewing the live webcast.
Any person wishing to make submissions to Council regarding the proposed 2021 Water/Wastewater Rates or Fees and Charges are invited to submit written comments to clerks@lincoln.ca no later than 9:00 a.m. on the Friday before the meeting. All delegation submissions will be provided to the Mayor and Council prior to the meeting and will form part of the public record.

Should approval of the 2021 Water and Wastewater Rates or Fees and Charges be deferred, no further notice is required if a public statement is made at the meeting of December 2, 2020, that the matter has been deferred and the municipality now intends to adopt or amend the budget at a later Council meeting specified in the public statement.
