Public Notice - Notice of Study Commencement:
Prudhomme Creek Erosion and Flood Control Works and Rittenhouse Road Stormwater Outlet Municipal Class Environmental Assessment (Schedule ‘B’)
The Study:
The Town of Lincoln commenced the detailed design process for Rittenhouse Road from Victoria Avenue to King Street in 2019. The process was completed under Schedule A+ of the Municipal Class Environmental Assessment and a Public Information Centre was held as part of the planning process. The preferred design concept for Rittenhouse Road included the urbanization of the road cross section, including the installation of storm sewers designed to outlet to Prudhomme Creek.
There is an existing flood hazard and erosion issues associated with Prudhomme Creek in the area of Rittenhouse Road. The existing culvert that conveys flows from Prudhomme Creek under Rittenhouse Road is not large enough to accommodate existing flows. The Town of Lincoln has initiated this study to determine the best option for addressing existing flooding and erosion issues associated with Prudhomme Creek and to determine the best option for accommodating stormwater flows from Rittenhouse Road to Prudhomme Creek.
The Process:
In order to assess options for flooding, erosion and stormwater management in the area of Prudhomme Creek and Rittenhouse Road, a Municipal Class Environmental Assessment (Schedule ‘B’) is being commenced. This study is being conducted as part of the design process in accordance with Section A.2.9 of the Municipal Class Environmental Assessment, which is approved under the Ontario Environmental Assessment Act.
A key component of the study is consultation with interested stakeholders including the public, landowners and regulatory agencies. This notice is being sent to you to solicit that feedback. We are interested in hearing any comments or concerns that you may have about this study. A Public Information Centre (PIC) will be scheduled at a later date to review the options for erosion control and to gather feedback from the public.
