Parking Ticket Payment Options
Parking tickets can be paid online (24/7) or in-person at Town Hall during business hours of Monday-Friday, 8:30 a.m. - 4:30 p.m.
Instructions for paying online:
- The link below will take you to Paymentus, a secure third party automated payment service, a convenience fee will be charged.
- In the Account & Payment Information window, select "Miscellaneous Payment" from the three options provided.
- Account number: enter MSPKT0, where 0 = zero, then your ticket number (e.g. MSPKT0#####) *Ticket number is located at the top right of the ticket.
- Fill in your payment information and the confirm payment window will appear to complete your transaction.

Dispute a Parking Ticket
Step One
The first step to dispute a parking penalty notice (ticket) is by booking a screening with a screening officer at the Town of Lincoln by:
- Completing an online Screening Request Form or;
- Visiting the Municipal Law Enforcement Department in person at Town Hall
Screening Requests must be submitted within 15 days of the date of issuance of the parking ticket.
Step Two
Once a determination is made in the screening, if the appellant does not agree with the decision, they then have the option to appeal by making a request for a hearing by:
- Completing an online Hearing Request Form or;
- Visiting the Municipal Law Enforcement Department in person at Town Hall
A person may request a review of a Screening Decision by a Hearing Officer, only after a screening determination has been delivered. The request for Hearing must be made within 15 days of screening determination.
Failure to attend at a scheduled Hearing will result in the Penalty Fee imposed from Screening Determination and Administrative Penalties.
On review of a Screening Determination, the Hearing Officer may:
- Affirm
- Cancel
- Vary or extend the time for payment
Neither a Screening or Hearing Officer has jurisdiction to consider questions relating to the validity of a statute. Regulation or By-law or the constitutional applicability or operability of any statute. Regulation or By-law.
