The Town of Lincoln values input from community members and encourages them to participate in opportunities for civic engagement. While all are welcome to attend the Committee of the Whole Meeting, due to seating capacity in the Council Chambers please note that seating is on a first-come, first-serve basis. There will be some overflow seating with the proceedings broadcast in a separate room; seating is also limited in this space. We encourage you to watch the Committee meeting via the livestream on the Town’s YouTube channel.
Proposed Change
Applications have been submitted by Landwise on behalf of the owners of the property municipally known as 4933 Victoria Avenue North, Lincoln. The lands are designated Mixed-Use and Natural Environment in the Prudhommes Secondary Plan (Official Plan) and are zoned as Future Development (FD-1) and Environmental Conservation (EC).
The purpose of the proposed applications is to permit a mixed-use building with commercial, hotel (130 suites) and residential (396 units) uses. The proposed building is comprised of four building sections of varying heights, up to 15-storeys, connected by a 4-storey podium. A total of 637 parking spaces are proposed in one underground level and four above ground parking levels.
A copy of the preliminary site plan is included with this notice. This along with supporting plans and studies can also be found at the Town’s website.
The Town is not making any decisions or recommendations on the development proposal at this time. The Public Meeting is an opportunity to have your say on the development proposal.

Have Your Say
If you wish to appear as a delegation for the Public Meeting (in-person or electronically) in regard to the above noted application, you must submit a delegation request either online or by contacting the Clerk’s department by emailing: clerks@lincoln.ca or by telephone: 905-563-2799 ext. 513. Delegation requests are accepted until 9 a.m. on the Thursday prior to the meeting. Delegations may speak for a maximum of five (5) minutes.

Electronic delegations will be done by video conference via the internet or telephone. Confirmation of your delegation and instructions on how to participate electronically will be provided by email or telephone by the Clerk’s department.
You can provide input by speaking at the public meeting or by making a written submission to the Town. Please note that unless you do one of the above now, you may not be able to appeal the decision later. For more information about preserving your appeal rights contact the Planning department.
Written Submission
As an alternative, written correspondence can be submitted to the Clerks Department by 9 a.m. on the Thursday prior to the meeting by emailing Melissa Shih, Manager of Special Projects at mshih@lincoln.ca. Correspondence received prior to the public meeting, but after the deadline will be shared with Committee members and staff but will not be included in the agenda. These comments will be addressed in the subsequent recommendation report to Committee at a later date. Please note, written correspondence will be published on the Town’s website and will form part of the public record.

SECTION 17 AND 34 OF THE PLANNING ACT LEGAL NOTICE REQUIREMENTS
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town before the proposed Zoning By-law Amendment and Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision of the Town to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Town before the proposed Zoning By-law Amendment and Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal, unless in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
If you wish to be notified of the adoption of the proposed Zoning By-law Amendment and Official Plan Amendment, you must make a written request to the Town Clerk and such request must include the name and address to which such notice should be sent.
