Lincoln, ON – (October 17, 2022) – The Town of Lincoln recognizes the importance of facilitating housing that is affordable and accessible to meet the needs of its current and future residents. To help guide municipal decision-making and policies, the Town is reaching out to members of the public to better understand community housing needs, challenges and perspectives.
Affordable housing is a priority in the Town of Lincoln and is currently addressed in the Official Plan, Secondary Plans, Council's Priorities, and the Community Improvement Plan's financial incentives review. Housing is a crucial determinant of health and provides a foundation to participate in the community actively.
Recent housing construction in Lincoln has been almost entirely in the form of ownership housing, and the availability of rental housing has decreased. Having an adequate supply of all forms of housing, including purpose-built rental accommodation, provides the flexibility to address the needs of low-and moderate-income households in the community.
"Facilitating accessible and affordable housing not only meets our current needs but also prepares us for future residents, which aligns with Council's commitment to being a connected community," said Mayor Sandra Easton. "Affordable housing provides the opportunity to be intentional and strategic while building socioeconomic connections between people and places."
"We recognize the value that affordable housing brings to our community in Lincoln," said the Housing and Homelessness Community Partnership Advisory Committee Chair, Councillor Mike Mikolic. "Everyone deserves access to housing that meets their needs and is within their financial means; it will increase community involvement while enhancing individual and community resilience."
“For the Town to help support the construction of new attainable and affordable housing solutions, we need not only define our position as a municipality in the process but also understand the perspectives and needs of the community,” said Michael Kirkopoulos, Chief Administrative Officer. “Affordable and attainable housing must become a reality for many, and the solution is found in a collective approach. I encourage all residents to be part of the process by participating in our survey and sharing their thoughts.”
Community Engagement Opportunities
- Town of Lincoln residents are welcome to participate in our survey on affordable housing. The survey deadline is Friday, November 4, 2022. Hard copies are available at Town Hall, the Fleming Centre, and the Lincoln Community Centre.
- We also invite you to share your thoughts on what affordable housing means to you and how the Town can provide appropriate and affordable housing for all.

About Housing and Homelessness, Community Partnership Advisory Committee
The Housing and Homelessness Community Partnership Advisory Committee provides Council with recommendations on policy and municipal actions that will encourage an increase in the supply of diverse market, co-op and non-profit rental and ownership housing options for low and moderate-income households. Although the Niagara Region has the overall legislated responsibility for affordable housing, it does not control local strategies such as zoning or municipal incentive initiatives programs related to affordable housing. The Committee will recommend initiatives to Council that will increase the supply of affordable housing in the community.
