Entrance Permit Application

Read before submitting application form:

This application is required for any private road entranceways, driveway, or facility constructed as a means of access to the Town’s right-of-way whether temporary or permanent. The Corporation of the Town of Lincoln regulates all construction including new or temporary entrances and modifications to entrances.

It is the responsibility of the applicant/owner to have the entrance installed by a qualified company.

Failure to include the basic information may result in the permit being rejected or processing of the permit being delayed.

The applicant/owner agrees to ensure that once the work has commenced, the contractor will be expected to work continuously, expeditiously and without delay.



All labour, material, equipment used to complete the approved work shall be borne on the applicant/owner. This also includes and is not limited to curb cutting, culvert installation, paving and boulevard restoration (i.e., sidewalks, grass, etc.).

Construction of granular driveways will require an entrance permit to be obtained.

Any widening request will require Planning Department consultation to verify there is no zoning violation.  A copy of approval (i.e., email, etc.) must be provided with the permit.

The applicant/owner shall supply a plan showing the details of the entrance (see Drawing Requirements).

Any rural access request greater than a 9.0 m wide entrance will require additional information, as it’s non-standard. Please contact the Public Works Department and discuss your request with the Roads Department before submitting a permit. 

Headwalls are prohibited for new installations and/or modifications of existing entrances, side slopes shall be constructed of soil. 

If a culvert is required for the new access, the culvert shall be HDPE (smooth interior wall) and CSP may be acceptable where cover can not be achieved. Embedment as per Town standard. 

Concrete surfaces for entrances or decorative paving stone on rural entrances shall not be permitted to extend/encroach past the property line or on the right-of-way for the highway.

The property owner is responsible for the maintenance of the portion of any entrance between the edge of pavement or traveled portion of the highway and the property line.

The property owner shall maintain existing drainage patterns during installation of the entrance.

Any mud/debris tracking onto the roadway during construction is to be cleaned/maintained by the contractor immediately.

The applicant/owner shall mark with stakes the proposed location of the entrance in advance of receiving the permit.

After receipt of the permit, it is the applicant/owner’s responsibility to contact the Town of Lincoln Public Works Department and schedule in the required inspection of works. Requests for this inspection shall be made 48 hours in advance of the work.

Entrance permits approved by the Town are valid for 6 months from the date of issue.

Issuance of permits after the 6 months may require resubmission if any revisions to standards have changed. The applicant/owner will be required to pay the applicable servicing review fee.
