Volunteer groups must meet the following criteria to be considered:
- Funds must be for the development or maintenance of a floral program in Beamsville that has been approved by Council
- Funds will be made available for community organizations that are formally recognized by the approved community group policy
- Preference will be given to applications that are aimed at areas mentioned in the will of Helen E. Whipple
- This fund is not for capital cost of equipment but may be used for equipment rental
