Lincoln Avenue Road Reconstruction Project

Residents within the project limits will be contacted directly by a representative to optionally schedule a free precondition survey of their property. This information is used to determine the extent of contractor responsibility in the unlikely event that damage occurs during construction.

This free home inspection service is recommended for residents, however, is optional. If the interior inspection is declined, an exterior-only inspection will be performed. Please note, to protect your privacy, the information gathered stays with the third party and the contractor, and the Town of Lincoln does not have access to any information unless a claim is filed.

Over the next two months, the contractor will be completing various field-related investigations including test pits, subsurface utility excavation and soil sampling. At times, you may notice members of the project team taking measurements and using survey equipment near your property. This field-related work is necessary to verify the construction limits, and we appreciate your patience during this phase of the project. The Town is confident that the contractor will act professionally and courteously to you and your property throughout the field investigation process.

Please be advised that a segment of Lincoln Avenue within the Town’s right-of-way requires a Stage 3 Archaeological Assessment. Members of the archaeological team will be working at the site to complete the assessment.

The assessment is scheduled for approximately 20-days and will include a test unit excavation grid pattern of a series of one-metre-square test units. Each unit will be hand-shovel excavated to sterile subsoil and the removed soil will be screened through six-millimetre wire mesh to maximize the recovery of artifacts. The subsoil will be troweled, and all profiles examined for undisturbed cultural deposits. Any subsurface features or settlement patterns encountered during this work will be mapped and photographed, but not excavated until the Stage 4 fieldwork, if required. The grid, and the location of each test unit, will be plotted on a site map.

The Town will continue to engage with the Indigenous communities over the course of the assessment. Please note that due to the sensitivity of the site, the field team will be limited to the amount of information they can provide to spectators and bystanders. All activities carried out during this assessment were completed in accordance with the Ontario Heritage Act (1990, as amended in 2023) and the 2011 Standards and Guidelines for Consultant Archaeologists (S & G), currently administered by the Ministry of Citizenship and Multiculturalism (MCM 2011).

Lincoln Avenue is a north-south thoroughfare within the community of Beamsville, and will be reconstructed to improve existing road conditions, including narrow travel lanes and a lack of formal active transportation infrastructure. The Town plans to reconstruct the corridor to current standards while incorporating a complete streets approach and replacing the existing underground infrastructure as required. The Town is also experiencing frequent watermain breaks due to the old, deteriorated cement-lined cast iron watermain, which is crucial for this project.

The project involves reconstructing Lincoln Avenue from the South Service Road to King Street. There will be upgrades for vehicular and pedestrian safety — improvements at Greenlane and Lincoln Avenue. A proposed sidewalk provides community connectivity and pedestrian safety and considers a multi-use pathway.
