Fees and Charges By-law No. 2010-29

On April 6, 2010, Town Council passed By-law No. 2010-29, which establishes and regulates the payment of various fees and charges within the Town.  By-law No. 2010-29 amended some of the fees for planning and building permit applications for 2010.  The effective date of the by-law is May 1, 2010.  Therefore all applications received on or after May 1, 2010 will be subject to the new fees set out in By-law No. 2010-29.  The above noted applications have been amended to reflect the new fees.  To view a copy of the revised fees click on the links below:

Pre-consultation Requirements for Planning Applications


Changes were made to the Planning Act as part of Bill 51 which allows municipalities to require applicants to pre-consult with the municipality prior to submitting a planning application.  Municipalities may also require additional background reports in support of the application in order for the application to be considered complete.  The purpose of pre-consultation is to ensure that the applicant is aware of the required supporting information before an application is submitted in order to prevent delays in processing their application. 

Pre-consultation is required for official plan amendment applications, zoning by-law amendment applications, plan of subdivision applications, plan of condominium applications, consent applications and site plan applications.   For some applications no additional background information other than the information required under the Planning Act regulations is required for the application to be considered. For other applications additional background information is required for staff and relevant agencies to evaluate the application and for the municipality to properly consider the application and make a decision. 

In order to require pre-consultation and additional background reports, municipalities must have policies in their Official Plan which sets out the provisions for pre-consultation and the requirements for background studies.  As a result of the approval of Amendment No. 43, the Town now has policies in its Official Plan regarding pre-consultation.  To implement Amendment No. 43 the Town also passed By-law No. 08-75 which requires pre-consultation prior to the submission of planning applications. Applications will not be accepted by the Planning and Development Deapartment unless the applicant has held a pre-consultation meeting with Staff and affected agencies and all required supporting information has been submitted with the application.  In the case of complex applications more than one pre-consultation meeting may be required with the Town and affected agencies.
