Notice of Study Completion - Academy Street Road Reconstruction


The Town of Lincoln has completed a Class Environmental Assessment (EA) and preliminary design study for the reconstruction of Academy Street in Beamsville. Reconstructing Academy Street to the current minimum standard for two-way traffic operation cannot be achieved without significant private property impacts due to an existing narrow municipal right-of-way. As such, various alternatives for road reconstruction have been assessed, including the potential of converting a portion of the roadway to one-way traffic operation. The study area covers a distance of approximately 1.9 km along Academy Street from King Street to south of Beam Street.

This study was conducted as a “Schedule B” project, following Phases 1 and 2 of the Municipal Engineers Association “Municipal Class Environmental Assessment” (October 2000, as amended in 2007, 2011 and 2015). A problem statement and alternative solutions were presented for public review and comment at a Public Information Centre held on December 17, 2015. Following the evaluation of alternatives and taking into consideration public comments, a preferred solution was selected as described below:

  • Conversion to one-way traffic operations (South to North); and

  • Reconstruction of the roadway to current standards, including:

    • Curb and gutter on both sides of the roadway,

    • Sidewalk on the west side of the roadway, and

    • Boulevard on the west side of the roadway at the Beam Street intersection.

A Project File Report documenting the planning process that led to the preferred solution will be available for public review from June 14 to July 15, 2016 at the following locations:

If the issue raised cannot be resolved with the Town during the review period, the interested person or party may request the Minister of Environment and Climate Change to order the Town to comply with Part II of the Environmental Assessment Act (Part II Order), which refers to individual environmental assessments. Requests for a Part II Order must be received by the Minister of Environment and Climate Change at the address below, and a copy received by the Town’s Project Manager at the address above, by July 15, 2016:
