Draft Code of Conduct

The Council of the Town of Lincoln has embarked on a project to develop a Code of Conduct for Council.  New provisions under the Municipal Act will soon make it mandatory for all municipalities in Ontario to have a Code of Conduct - and consistent with the Town’s practice of demonstrating transparent, accountable and ethical governance: the Code of Conduct will help establish standards of conduct for Members of Council to assist in maintaining a high quality of public administration of municipal affairs.

The draft Code of Conduct for Council intends to include provisions addressing a variety of matters including:

  • core values such as integrity, impartiality, honesty, respect, confidentiality, unity, and putting the public interest first;
  • conduct in office, including at meetings;
  • representing the municipality;
  • respect for the municipality and its by-laws;
  • treatment of confidential information;
  • interactions with council members, municipal staff, and the public;
  • guidance to avoid conflicts of interest including gifts, sponsored travel and events, benefits, and business relations;
  • appropriate use of influence of office;
  • appropriate use of municipal assets and services; and
  • activity during election campaign periods.

Members of Council invite your comments regarding the proposed Code.

If you wish to provide any comments regarding the proposed Code of Conduct for Council, you may file written submissions setting out your views on the matter by delivering them to the attention of the Town Clerk, 4800 South Service Road, Beamsville, Ontario, L0R 1B1, or by email to info@lincoln.ca .

Please ensure that your submission references “Comments regarding the proposed Code of Conduct for Council” and includes the sender’s name, postal address and email address.

All written submissions sent to the Clerk will be presented to Council for consideration during their review of the draft Code of Conduct for Council and will be placed on the public record.  Any personal (i.e. not business) contact information from the written submission (address and email address of the individual) will be removed – however, the name of the individual and the content of the written submission will become part of the public record.
